Make sure you have the bleed screw in the comfortable.
Bull-quality valves are very selective and low for this question.
Toro was good for about 20 years. The latest equipment has slipped a little better.
If you can not solve, replumb a new valve.
With a hunter or Irritrol Vavles the best quality.

Toro valves are hairy. Take the flask and continue to find a screwdriver to use the tap, moving to the sweet-spot. To avoid further problems, find a way to alittle bleach on line before adding the valve. preferred, if any, at the top of the valve at the pump. Lubricated Toro valves, and that will keep everything lubricated.
You need to be repaired by a plumber.
